<li><a href="https://legiscan.com/AZ/bill/HB2957/2026" target="_blank" rel="noopener noreferrer" data-link-type="web"><strong>HB2957</strong></a>: Prohibits a city, town or county or this state from requiring the use of a <strong>digital or mobile driver license or a digital or mobile nonoperating identification license</strong> for identification purposes for any government service or purpose.</li>
<li><a href="https://legiscan.com/AZ/bill/SB1011/2026" target="_blank" rel="noopener noreferrer" data-link-type="web"><strong>SB1011</strong></a>: <strong>SIDS investigation.</strong> Directs a county medical examiner or forensic pathologist, in cases of a <strong>sudden and unexplained infant death</strong>, to review an infant&#8217;s immunization and vaccination history and any countermeasures administered in the 90 days prior.</li>

<p><strong>It’s go time, Arizona!</strong></p>
<p>Now that the budget has been submitted and the governor’s ‘freeze’ has been lifted, the legislature is once again advancing bills. Unfortunately, an outstanding Health Freedom bill (<a id="OWA08d5f66b-4c33-cbd3-9e07-4e47cf41e0fb" class="x_OWAAutoLink" title="https://apps.azleg.gov/billStatus/BillOverview/85564" href="https://apps.azleg.gov/billStatus/BillOverview/85564" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable" data-linkindex="0"><u><strong>HCR2056</strong></u></a>) is <em>stalled</em> <em>at the direction of Senate leadership</em>. They think there’s not enough voter interest in Health Freedom!</p>
<p>Let’s quickly review <a id="OWA08d5f66b-4c33-cbd3-9e07-4e47cf41e0fb" class="x_OWAAutoLink" title="https://apps.azleg.gov/billStatus/BillOverview/85564" href="https://apps.azleg.gov/billStatus/BillOverview/85564" target="_blank" rel="noopener noreferrer" data-auth="NotApplicable" data-linkindex="0"><u><strong>HCR2056</strong></u></a>, which defines our right to refuse medical mandates and treatments. The resolution, if passed, will be added to the November ballot, giving voters a direct voice in Health Freedom. When passed by the voters, our right to <strong>Health Freedom will be enshrined in the Arizona Constitution</strong>.</p>
<p>Let’s be clear about something. We previously issued this <strong>Call to Action</strong> nearly 60 days ago to get Sen. Warren Petersen’s attention and impress upon him the sweeping support for our individual rights.</p>
<p>It seems he did not receive that message, so we are asking you to repeat the process.</p>

<p><strong><a href="https://www.congress.gov/bill/119th-congress/house-bill/5075/text" target="_blank" rel="noopener">The GRACE Act</a></strong>, introduced by Congressman Greg Steube, would restore the alignment between the First Amendment and state public health law by incentivizing states to protect religious accommodations as well as medical.</p>
<p>The <strong>&#8216;End the Vaccine Carveout&#8217; Act</strong>, introduced by Senator Rand Paul in the Senate (<strong><a href="https://www.congress.gov/bill/119th-congress/senate-bill/3853/text" target="_blank" rel="noopener">S.3853</a></strong>) and Congressman Paul Gosar in the House (<a href="https://www.congress.gov/bill/119th-congress/senate-bill/3853/text" target="_blank" rel="noopener"><strong>H.R.4668</strong></a>), would end the 1986 arrangement Congress made with Big Pharma, which gives vaccine makers no motivation to ensure their products are as safe as possible — knowing they can’t be held accountable for injuries and deaths.</p>
<p>Since the Vaccine Adverse Events Reporting System (VAERS) was established in 1990, over 2.7 million adverse reactions following vaccination have been reported, including 50,531 deaths. <strong>Vaccine makers have been completely free of liability concerns for these harms, leaving those injured with no hope of meaningful compensation or recourse.</strong></p>

<p>“We are seeing a change where the average legislator today has a deeper understanding of health freedom issues,” he said. “It used to be, we couldn’t even get in the room to talk. Now legislators around the country call me for help with health freedom bills.”</p>
<p>Siri is a big part of that change. He has pursued nearly 150 lawsuits on behalf of Informed Consent Action Network, Del Bigtree’s organization that probes the scientific realities about vaccines’ safety and effectiveness. <p>He is the managing partner of Siri &amp; Glimstad LLP, the author of the book <em>Vaccines, Amen: The Religion of Vaccines</em>, and hosts the podcast <em>Informed with Aaron Siri</em>.</p>
<p>“Vaccine manufacturers should persuade people on the merits of their products,” he said. “These products should be subject to normal market forces, but they are not.”</p>
<p>Siri was referring to the <a href="https://www.congress.gov/bill/99th-congress/house-bill/5546?overview=closed&amp;s=09" target="_blank" rel="noopener"><strong>National Childhood Vaccine Injury Act of 1986</strong></a>. At that time, there were just three vaccines on the market and they were doing so much harm, there was a virtual conveyor belt of lawsuits from parents of injured children. The insurance industry was going to stop covering the manufacturers. So Congress granted a liability shield for those who make vaccines <i>and</i> those who administer them. Safety responsibility transferred at that point to the government.</p>
<p>The law created a one-of-a-kind business model at a time when perhaps just 60 percent of school children were fully vaccinated. Vaccine manufacturers suddenly had nothing to lose; the pediatric schedule expanded.</p>
<p>And the drumbeat got louder – advocating for vaccines became something of a religion among those who profit from them professionally and financially, including lawmaker’s re-election campaigns. “Safe and effective” became an endlessly repeated mantra, but not one validated by in-depth, objective studies. Notably, the 1986 legislation admitted that vaccines are “unavoidably unsafe.” Nonetheless, vaccine uptake today is in excess of <strong><a href="https://www.cdc.gov/mmwr/volumes/73/wr/mm7341a3.htm?utm_source=chatgpt.com" target="_blank" rel="noopener">90 percent</a></strong> for most recommended vaccines among American children entering kindergarten.</p>
<p><strong>The 2025 CDC pediatric schedule calls for roughly 74 vaccines from birth to age 18.</strong> There is a concentration of shots in the first year, and a number of those use an aluminum adjuvant. Various researchers have postulated that those two factors may underlie the epidemics of autism and chronic disease and should be studied.</p>
<p>Siri walked the audience through each vaccine on the CDC’s childhood schedule. Some block transmission; some don’t. Some, like chickenpox and measles, shed – other people who come in contact with a newly vaccinated person can catch the virus. Some are cultured in aborted fetal cells. None offers lifelong immunity. None has ever been tested against a saline placebo.</p>

<p>Most vaccine studies were small groups of participants who were followed for a matter of days, not years. For example, the Hepatitis B (Hep B) injection was tested on 147 children who were as much as 10 years old – a very different immune system than that of a newborn infant. And those 147 children were followed for just<em> five</em> <i>days</i>. Based on that, public health officials advocate giving the Hep B injection to all of the roughly 3.5 million babies born each year in the U.S.</p>
<p>“This makes mandates illegal and immoral.”</p>
<p>Siri pointed out that the rates of fatalities from childhood illness had declined dramatically since the 1940s compared to the early 1900s. Vaccines mostly entered the picture after WWII at which point childhood fatalities had declined 95 percent. “For some reason, public health officials never take credit for the better sanitation and cleaner water systems that made that happen,” he said. “It’s the oddest thing.”</p>
<p>Siri also pointed out that every study of vaccinated versus unvaccinated children has found that <strong>the unvaccinated are measurably healthier</strong>. They have less autism, asthma, allergies, ADHD, autoimmune conditions, behavioral and mood disorders.</p>
<p>Adults born before vaccines were so prevalent – those who caught the natural infections – are also healthier. A <a href="https://www.sciencedirect.com/science/article/abs/pii/S0021915015013805?utm_source=chatgpt.com" target="_blank" rel="noopener"><strong>Japanese study</strong></a>, for example, tracked 100,000 adults for 20 years. Turns out those who had actually experienced measles and mumps had less cardiovascular disease. Men had a 29 percent lower risk of myocardial infarction mortality, and a 17 percent lower risk of stroke.</p>
<p>The evidence <a href="https://pubmed.ncbi.nlm.nih.gov/16490323/" target="_blank" rel="noopener"><strong>suggests</strong></a> that childhood illnesses are nature’s way of training and strengthening the young immune system to make a more robust adult.</p>
<p>“On these products, you have to do your homework,” Siri concluded. “All the people with moneyed interests are pushing in one direction. There are no other moneyed interests pushing back in the opposite direction.” Health versus money, a familiar battleground.</p>
<p>The silver lining for consumers comes in having choices. “In Arizona, you have many naturopaths and functional medicine doctors. You have options to the big pediatric practices that push the entire CDC schedule blindly.”</p>
<p>The event was put together by the Brownstone Supper Club, an initiative of the <strong><a href="https://brownstone.org/" target="_blank" rel="noopener">Brownstone Institute</a></strong>, a nonprofit think tank founded in May 2021 by Jeffrey Tucker and Lucio Saverio Eastman, headquartered in Austin, Texas, and focused on health freedom.</p>

<p>Public activism and pushback worked – the pesticide liability shield included in the <a href="https://www.congress.gov/bill/119th-congress/house-bill/7567">2026 Farm Bill</a> got voted down.</p>
<p>There were three poison pills in the bill – Sections 10205, 10206, and 10207. They would have given Bayer and the pesticide industry immunity from pesticide-harm lawsuits, similar to what the vaccine industry has. These provisions would have taken away people’s right to sue when harmed by toxic pesticides, and also taken away states’ rights to require more protective labeling than what is required by extremely weak federal EPA pesticide regulations.</p>
<p>All three attempts were removed from the bill when the Luna Amendment passed the House, with 207 Democrats and 73 Republicans voting in favor of stripping Big Ag’s pesticide immunity provisions from the Farm Bill. Rep. Anna Paulina Luna (R-FL) championed removal of the three provisions.</p>
<p>How did Arizona lawmakers vote? (A “no” vote meant they did not support the Luna Amendment – they wanted to keep the three provisions. A “yes” vote meant they wanted to kill the three provisions.)</p>

<p>In an email to <a href="https://www.phoenixnewtimes.com/news/arizonas-schweikert-votes-to-shield-pesticide-makers-from-lawsuits-40663424/?utm_source=chatgpt.com">Phoenix New Times</a>, Biggs spokesperson Drew Sexton said Biggs missed the vote because he flew home from Washington, D.C. on Thursday morning “to deal with a personal family matter.” Sexton said that Biggs cosponsored a previous, similar amendment pushed by Kentucky Rep. Thomas Massie “and would have voted for the Luna amendment on Thursday morning.”</p>
<p>However, New Times continued, “Biggs’ stated support for glyphosate immunity is something of a turnaround. In 2017, he demanded that the WHO’s cancer agency testify in front of Congress over its findings that the chemical is carcinogenic, threatening to pull the agency’s federal funding if it didn’t play ball.”</p>
<p>The next step in the process is that the U.S. Senate writes its version of the 2026 Farm Bill. The Senate Agriculture Committee has not yet released its draft. Senators can:</p>
<ul>
<li aria-level="1">leave those sections out,</li>
<li aria-level="1">restore some or all of them,</li>
<li aria-level="1">or negotiate modified language</li>
</ul>
<p>The lobbyists will be out in force because farm groups, pesticide manufacturers, and some agricultural organizations are pushing to revive parts of the language.</p>
<p>Whatever the Senate negotiates has to come back to the House again, then to the Senate again, and then to the President for signature.</p>
<p>The current Farm Bill extension expires September 30, 2026, so Congress is under pressure to finish negotiations before then or pass another temporary extension.</p>

<p>Arizona schools can require students to provide either:</p>
<ol>
<li>proof of certain vaccinations, or</li>
<li><strong>personal belief, religious, and medical exemptions</strong> for K-12.</li>
</ol>
<p>These rules apply to all schools – public, private, charter, and parochial schools through 12th grade in Arizona.</p>
<p><strong>In no circumstance can the State force students to be vaccinated</strong>. However, students who lack documentary proof of immunization “shall not attend school during outbreak periods of communicable immunization-preventable diseases <a href="https://azleg.gov/ars/15/00873.htm" target="_blank" rel="noopener">as determined</a> by the department of health services or local health department,” according to the law. “The department of health services or local health department shall transmit notice of this determination to the school administrator responsible for the exclusion of the pupils.”</p>
<p>If you choose to use the <a href="https://www.azdhs.gov/documents/preparedness/epidemiology-disease-control/immunization/school-childcare/personal-belief-exemption.pdf">personal exemption form</a>, it is downloadable from the Arizona Department of Health Services. The Department states: “The information below is provided to ensure that parents are informed about the risks of not vaccinating.”</p>
<p>Parents of pre-K and day care children need to submit proof of vaccinations or a religious exemption. The <a href="https://www.azdhs.gov/documents/preparedness/epidemiology-disease-control/immunization/school-childcare/religious-belief-exemption.pdf?v=20250630" target="_blank" rel="noopener">religious exemption form</a> is identical to the K-12 exemption form except for the title.</p>
<p>There is also a <a href="https://www.azdhs.gov/documents/preparedness/epidemiology-disease-control/immunization/school-childcare/medical-exemption-form.pdf?v=20250630" target="_blank" rel="noopener">medical exemption form</a> option for children with a medical condition who may be adversely affected on a temporary or permanent basis by one or more of the required vaccine doses.</p>
<p>As you look at the forms, you will see that they do not list the Covid vaccine, or the human papillomavirus vaccine (HPV – a sexually transmitted infection). Local advocates and former Senator Nancy Barto worked to successfully pass a bill that would prohibit the Arizona Department of Health Services from adding those two vaccines as school requirements. Initially, only the HPV vaccine was prohibited. The following year Rep. Joanne Osborn also included prohibiting the Covid vaccine.</p>
<p>Activists said parents should have more control over vaccination decisions, and that both the Covid vaccines and the HPV vaccine (GARDASIL®) have caused a multitude of side effects and deaths.</p>
<p>Many medical experts point out that Covid seems to bypass children. “It’s true for lots of viral infections like measles and chickenpox,” <a href="https://www.theepochtimes.com/health/a-big-mystery-puzzling-experts-why-covid-spares-children-5548251?ea_src=author_manual&amp;ea_med=related_stories" target="_blank" rel="noopener">said Dr. Cody Meissner</a> at Dartmouth College’s Geisel School of Medicine. “That’s why children used to have chickenpox parties before there was a vaccine.” Parents would host parties and invite infected children, ensuring their children would contract chickenpox when they’re younger, knowing the disease is more severe if contracted in adulthood.</p>
<p>More <a href="https://www.amazon.com/Vax-Unvax-Childrens-Health-Defense-Kennedy/dp/1510766960" target="_blank" rel="noopener">recent studies</a> show that unvaccinated children are healthier than vaccinated, in great part because childhood illnesses train the immune system to be robust.</p>
<p>Children following the CDC schedule will have had 52 vaccines by age 5.</p>
<p>The percentage of kindergartners in Arizona with vaccine exemptions is among the highest in the U.S., according to <a href="https://www.axios.com/local/phoenix/2024/11/27/arizona-childhood-vaccine-exemptions-increase" target="_blank" rel="noopener">Axios’ review</a> of CDC data. About 8.5% of Arizona kindergartners were exempt from childhood vaccines in 2023. The national average is about 3.3%.</p>
<p>Not everyone agrees parents should have more control over vaccination decisions. The American Academy of Pediatrics (AAP), for example, just launched a nationwide campaign to end personal and religious exemptions. The organization also wants medical exemptions more tightly scrutinized. <a href="https://publications.aap.org/pediatrics/article/156/2/e2025072714/202656/Medical-vs-Nonmedical-Immunization-Exemptions-for?autologincheck=redirected" target="_blank" rel="noopener">AAP advocates</a> for “the elimination of nonmedical exemptions from immunizations as contrary to optimal individual and public health.”</p>

<p>Forty-five states allow religious beliefs to be used as a basis for an exemption, and 15 states allow “personal beliefs,” “philosophical,” or “conscientious objection” exemptions. Attorney <a href="https://thehighwire.com/ark-videos/ican-doubles-down/" target="_blank" rel="noopener">Aaron Siri shared with Del Bigtree</a> his reaction to the AAP’s campaign: “This is not about health. If they cared about health they would care about the chronic health epidemic. They have overseen, in the last 40 years, the largest decline in childhood health in recorded human history. The AAP is a trade organization, not a medical organization. They are there to ensure the profitability of their members.”</p>
<p>He also pointed out that the AAP said in that same press release that pertussis requires a population immunization rate of ≥95% to prevent sustained community transmission. “Even the AAP does not understand how these products work, that pertussis is not communicable. That’s incredible.”</p>

<p>The vaccine industry was given an immunity shield by the U.S. government in the 1980s; now the pesticide industry wants essentially the same thing.</p>
<p>Agro-chemical multinational Bayer has been actively lobbying for legislation on both the state and federal level that would shield pesticide manufacturers from liability in lawsuits related to health risks. Nationally, the <a href="https://www.congress.gov/bill/118th-congress/house-bill/4288/text">HR4288 Agriculture Labeling Uniformity Act</a> would protect companies from claims they failed to warn consumers about the dangers of their pesticide products. Specifically, it would amend the Federal Insecticide, Fungicide, and Rodenticide Act with respect to the uniformity of pesticide labeling.</p>
<p>Bayer has paid <em>billions</em> in settlements since 2018 when it purchased Monsanto, the original manufacturer of Roundup. The legislative drive is part of Bayer’s strategy to manage roughly 180,000 legal claims alleging that weed killer Roundup’s key ingredient, glyphosate, causes cancer, particularly non-Hodgkin lymphoma. Bayer founded the <a href="https://modernagalliance.org">Modern Ag Alliance</a> – a coalition of nearly 100 agricultural organizations, to advocate for favorable legislation. The group argues glyphosate is essential for safe and affordable food and is the “<a href="https://modernagalliance.org/whats-at-risk/">backbone of modern agriculture</a>.”</p>
<p>Critics say the legislation would set a precedent expanding immunity for polluting industries. According to attorney Daniel Hinkle, from the American Association for Justice:</p>
<p>“It locks in outdated science, even when new dangers are discovered. This bill would prohibit the EPA from updating pesticide labels or take ‘any regulatory action’ to reflect new health risks – even if the science is clear and the company asks for the change. No cancer warnings. No birth defect disclosures. No updates for Parkinson’s. Even when the science is clear, the label would stay frozen unless EPA restarts a full review, which can take years or decades.</p>
<p>“That means dangerous products could stay on the market with misleading labels — even if the company lied about the risks and covered up critical safety data. No one could be held accountable.”</p>
<p><strong>Let the Sausage-Making Begin</strong></p>
<p>The Washington-bill-passage process starts with getting desired language in an appropriations bill. Done. The Interior subcommittee of the House Appropriations Committee included Bayer’s language in its so-called mark-up of the bill July 15.</p>
<p>Now the bill sits in front of the full House Appropriations Committee. Their website indicated the committee met on July 22. The Appropriations Committee has <a href="https://appropriations.house.gov/about/membership?utm_source=substack&amp;utm_medium=email">63 members</a>. <p>The next step is getting what passes out of Appropriations into another bill, likely the Farm Bill that is expected to be taken up in September. Then the full House would vote on that bill where the pesticide immunity issue will likely be one item in a much bigger bill. Then that bill has to pass out of the Senate, pass out of the reconciliation process, and onto the president’s desk where it can be signed into law or vetoed.</p>
<p>So far, two states – <a href="https://apnews.com/article/bayer-roundup-pesticides-cancer-lawsuits-60e5dee80e2eb545ebde893762fb65d5">North Dakota</a> and <a href="https://apnews.com/article/bayer-roundup-weed-killer-pesticides-cancer-lawsuits-02020b62e2c0affbeccf464677fec871">Georgia</a> – have passed pesticide liability shield laws. The new law “demonstrates that Georgia stands with its farmers, who work tirelessly to produce safe and affordable food,” said Brian Naber, president of Bayer’s crop sciences in North America, Australia and New Zealand. “Without crop protection tools, America’s consumers could face higher costs to provide for their families and put food on the table.”</p>
<p><strong>Meanwhile</strong></p>
<p>An opposing bill was submitted in July by Senator Cory Booker of New Jersey. His bill, the <a href="injuries%20https:/www.booker.senate.gov/imo/media/doc/pesticideinjuryaccountabilityact.pdf">‘‘Pesticide Injury Accountability Act of 2025”</a>, would turn the tables.</p>

<p>Booker’s proposed law would not invalidate the state laws, but would give individuals the right to bring their injury claims in federal courts if they can’t bring them in state courts.</p>
<p>“Rather than providing a liability shield so that foreign corporations are allowed to poison the American people, Congress should instead pass the Pesticide Injury Accountability Act to ensure that these chemical companies can be held accountable in federal court for the harm caused by their toxic products,” Senator Booker <a href="https://www.booker.senate.gov/news/press/booker-introduces-pesticide-injury-accountability-act">said</a>.</p>
<p>The largest pesticide companies are not American owned. The summary of Booker’s bill names both Germany-based Bayer and the Chinese-owned Syngenta as key targets and says they and others are seeking “liability shields because they know the harm their products have already caused.”</p>
<p>So far, 17 environmental, public health, and consumer groups have endorsed the measure, including leaders in the “Make America Healthy Again” (MAHA) movement.</p>
<p>Bayer insists glyphosate is safe and that for decades, the product has provided a safe and efficient way to control weeds with less tilling, which helps prevent soil erosion. But Bayer has stopped using the ingredient in its residential version of Roundup and has set aside $16 billion to settle cases. It continues to use glyphosate in its agricultural version of Roundup.</p>
<p>Internal documents show <a href="https://corporateeurope.org/en/food-and-agriculture/2018/03/what-monsanto-papers-tell-us-about-corporate-science">Monsanto was aware of research</a> linking Roundup to cancer decades ago. The company downplayed unfavorable assessments by its researchers, worked with EPA regulators to <a href="https://theintercept.com/2021/06/30/epa-pesticides-exposure-opp/">conceal agency studies</a>, orchestrated campaigns to discredit independent scientists, and improperly influenced the peer review process with <a href="https://www.sciencedirect.com/science/article/abs/pii/S0048733321000925">ghostwriting and other forms of research misconduct</a>.</p>

<p>We were immediately impressed with the natural relaxation and friendliness of the family (husband, wife and their young daughter) as they interacted with our group of visitors who were very interested in their production of raw milk. We soon came to realize how experienced, skilled and capable they were of managing a large raw milk dairy farm.</p>
<p>It was so pleasant to see the order and cleanliness of the whole farm, including the home, the vegetable and fruit gardens, the cages for cats and chickens and dogs, and the beautiful Jersey cows grazing out in the pastures.</p>

<p>Of course we were all there because we wanted to know what was so special about raw, A2, Jersey cow milk and how they processed their products right there on their farm. They explained that Jersey Cows are the only cow breed that has such high amounts of a special protein named A2 which has exceptional nutritional qualities. During their lecture they explained how drinking this milk when it is raw can strengthen the body and help heal several ailments.</p>

<p>Besides being fed non-GMO alfalfa, the Golden Rule Dairy cows are also fed a ration of barley sprouts which are produced in a huge mechanized room with the perfect temperature and lights to grow the sprouts. The sprouts smelled amazing. This diet is especially good for the cows and also for those humans who drink the milk they produce.</p>

<p>Everything was extremely clean and smelled wonderful, which we didn&#8217;t expect from a dairy farm.</p>

<p>The processing plant was large, clean and modern with several rooms for different processes such as: milking the cows, separating the cream, bottling the milk and cream in sterile bottles, refrigerating it immediately, and finally transporting it to the stores and farmer’s markets where it could be sold.</p>

<p>Everyone got a chance to milk Misty, one of the dairy cows. The children loved it. It was a very wholesome experience from alfalfa loving earthworms to fresh warm milk directly from a very happy cow.</p>

<p>We bought milk, cream, granola, maple pecans, unscented soap and tallow/honey balm. We&#8217;ve enjoyed them so much that we make an effort to visit their stall every week at our local Farmers Markets.</p>
