An Arizona Proclamation of Sovereignty

Arizona Defenders have been pushing back against the WHO pandemic power grab for some time. Arizona’s Sovereignty from Participation in the WHO’s Pandemic Prevention Preparedness and Response Accord

WHEREAS, in May 2024, the World Health Organization (WHO) Pandemic Prevention Preparedness and Response Accord (PPPRA) will become binding upon the United States unless the Biden Administration opposes or delays adoption; and

WHEREAS, there is concern that the U.S.’s participation in the PPPRA will place
America’s sovereignty in jeopardy by relinquishing national and state power to an international
organization over which this country has little to no control; and

WHEREAS, as a signatory to PPPRA, the U.S. would be committed to untold expenditures of taxpayers’ money in the form of financial aid and technical support to nations all over the world; and

WHEREAS, this accord establishes WHO as the governing authority on a wide range of healthcare issues, including vaccinations, abortion, and transgender therapy, all of which are rightly in the province of the American people and their representatives; and

WHEREAS, our participation in PPPRA would require the U.S. government to sponsor and fund programs in these areas that are in direct conflict with the principles of the American public; and

WHEREAS, the One Health Initiative is authorized by PPPRA to take action on issues unrelated to healthcare, including climate change and sustainable development, thus expanding WHO’s power and control worldwide; and

WHEREAS, the PPPRA establishes WHO as the “arbiter of truth” on all pandemic related
information, thus silencing dissenting voices in direct violation of our First Amendment
rights; and

WHEREAS, in short, the WHO PPPRA requires the U.S. to relinquish too much national
control, and our participation in this ill-advised accord could cripple our sovereignty while
eroding our constitutional freedoms; now, therefore,

NOW, THEREFORE, be it resolved that the Arizona Senate opposes the United States’
participation in the World Health Organization (WHO) Pandemic Prevention Preparedness and
Response Accord (PPPRA) and urges the Biden Administration to withdraw our nation from the
PPPRA. A certified copy of this resolution be transmitted to Joe Biden, President of the United States.
